Yes, by fan translation standards. The currently available English patch (version 1.0 or 1.1) translates all necessary story and menu text. A few minor graphical elements remain Japanese, but nothing hinders gameplay or understanding. No “version 2.0” exists because the project was considered finished by its creators.
