Remanufactured engines (Detroit Reman) get new serial numbers starting with "R" . An R6VF12345 could be a 1990 block remanufactured in 2005. The year on the data plate is the reman date, not the casting date.

Many sellers stamp new plates to make a 1979 engine look like a 1989 “low hour” engine. Check the inside the cylinder head (remove the valve cover). Heads cast with “DDA 78” are not 1989.
