Microsoft Office 97 (including Access 97) was released in late 1996/early 1997 for Windows 95/NT. It introduced VBA (Visual Basic for Applications) and was the last version to support Windows NT 3.51.

If you absolutely must have the classic interface, buy a used copy of Office 97 Pro on eBay (for archive purposes), install it on an offline Windows XP machine, and treat it as a time capsule.
